A Voice Pack begins as one folder inside the game's packs_voice directory. Keep the first pack small so you can confirm the game sees it before adding more clips or subfolders.
Create your new folder inside packs_voice. Do not place it beside the executable or inside another Pack type.
Use one new folder for one theme so removing it later is reversible.
Choose a short theme name that makes sense in the pack selector. Avoid temporary names such as test or final-final.
The folder label becomes the player-facing pack name.
Place one tested WAV, MP3, or OGG clip directly in the new folder before adding subfolders or optional media.
A single clip makes loading failures easier to isolate.
Use _author.txt for the maker name and _subtitle.txt for a short theme or usage note when you plan to share the Pack.
Do not replace original game files. A Voice Pack should remain a removable folder under packs_voice.

Quick answers
Start with the simplest layout, then add optional files only after the game loads the clips.

Check supported audio formats and clip-length limits before filling the folder with media.
